Release lorawan, nb-iot devices integration demo code on github repository

In order to make the easy start for user who want to drive CNDINGTEK devices, CNDINGTEK build the public code repository on Github.

The public repository includes:

• NB-IoT devices tcp version parsing in python.  https://github.com/cndingtek/NB-IoT_Gateway
• LoRaWAN devices parsing in javascripts. This repository is collaborating with TTN for TTN v3 stack. Before the TTN v3 stack formal released, user also can use the js file to parse the uplink packet from the sensors.  https://github.com/cndingtek/lorawan-devices/tree/master/vendor/dingtek
